This article aims to explore the relationships between Public Education quality in Elementary School, based on the 2009 Ideb (Index of Basic Education Development), and characteristics of the municipalities. Its main purpose is to identify both regularities that mark regional and educational inequalities and the cases that break with these regularities. The analysis reveals three important results: (i) that large urban centers present negative indicators, which reinforces the hypothesis of a metropolis-effect on educational inequalities, (ii) that in the Northeast the most critical results seem to be concentrated along the coast, and (iii) that the municipalities of some northeastern states, mainly Ceará, defy the negative pattern of the region, a fact which requires in-depth studies to understand their socio-educational conditioning factors.
