The paper discusses educational planning based on the experience of three municipalities in Southwest Goiás in the formulation of their Municipal Education Plans. It problematizes the tensions between Civil Society and Political Society around the definition of the goals and strategies of the plans. The study distinguishes two different concepts : participatory planning, pursued by education professionals and by society in general; and managerialism, a position adopted by political agents in the municipalities. It is concluded that, although participation constitutes a norm for the formulation of plans, it has not been fully implemented.
