The Brazilian education policy urges that institutional education for children must be based on the dichotomy care and education. However, there is rather a discrepancy in the implementation plan. The aim of this essay is to discuss the challenges to promote an education that provides a comprehensive development for all young children. We will address questions focused on access to education and the organization of pedagogical work at institutions that offer collective learning, addressing the issue of quality of service offered at present. For this purpose, books and scientific articles related to early childhood education were used to conduct the study. We emphasize the need to revise the concept of child and childhood, as it is imperative to learn about children before being able to work with them. It is believed that the organization of pedagogical work must respect the mental development of the child and explore the child’s potential for learning - adequate age for certain activities - through practices developed with them.
