The article aims to analyze the concept of literacy, the performance indicators and the results of the National Literacy Assessment - NLA. The analysis is part of a research whose object of study is the NLA and its consequences in literacy policies. For that, research was carried out documentary with cognitive analysis of the NLA. It is understood by the analysis that the implementation of an assessment with instrumental rationality of literacy, is shown as the option of public agents and that the results of the NLA, as well as its indicators, revealed worrying performance and difficulties in make sure the progression of learning, fundamental aspect for all basic education.
