This article aims to analyse the Brazilian educational legislation and governmental planning to provide early childhood education during the last two decades. Based on recent statistical data we have compared the governmental planning with the real opportunity to attend the children by the available preschool programs. Although there has been some political concern about the necessity ot provide preschool attendance for the under sevens, it can be concluded that governmental planning has so far been quite modest. This paper intends to point out that the implementation of early childhood educational in Brazilian context represents a challenge. There is no doubt that the attempts to face this challenge has to be found through the enhancement of participation by the civil society. It was also emphasized that our educational policy must be mainly based on valuable information about the characteristics and settings of Brazilian children's lives.
