This work describes the political backdrop against which educational policies are being projected and produced in the 90's. According to text, three elements are restructuring the field in wich educational agents act: the installation of a new educational paradigm that sets training for competition as a goal; the recuperation of area of legitimacy for the State based on its capacity to make the paradigm operational and the definitive decentralization of the system to discharge the burden of financing and administration to the base level. The interrelationship of these three elements generated new trends in the educational field: 1. There is a clear division between the demands for reform generated by the application of the paradigm and the conditions within the provincial educational subsystems. It is in this area that the possibility for fragmentation of the system is constructed. 2. There is an evident repositioning of the center as the base for defining policies for the entire nation. This effect is achieved through a certain combination of technical and economic resources of the Ministry, used to sustain national policies. 3. There is fragmentation in the decision making space that disperses the actors, themes and conflicts, at the same time that it preserves the central decision making nucleus from interference from outside the state.
