In this article we analyze processes, instruments, criteria and principles that Brazilian public school teachers use for choosing textbooks. This possibility choice is part of a governmental program for evaluating, acquiring, and distributing textbooks (PNLD), which for all students enrolled in public schools receive free of charge. The analysis is made by examining data from a questionnaire applied at randon to elementary school teachers. The main results show that the instruments created by the PNLD to orient teachers´ choices are not important in their view and action; the results also show the basic schemes of evaluation which teachers really use when choosing Portuguese and Mathematics textbooks for their students.
