In Brazil, although enrolment rate is hugher than 95% for the population aged between 7 and 14 years old, most students in the compulsory education are overage. Sccording to official statistic (INEP/MEC), this group represented 44% in 1999. Nowadays, the main causes for the “age-grade gap” phenomenon are repetition and return to school after dropping out. These phenomena are correlated. Individual and collective damage caused by repetition has been reported in literature since the late 50’s, and possible solutions are based on non-repetition polices. However, only in the 80’s, did consistent proposals for implementation of those solutions emerge. Whatever the policy for age-grade correction, it must preserve the quality of education supplied to the population. This paper aims at investigating the impact of the policy of non-repetition on student performance. Non-repetition policies are widespread in the states of Minas Gerais and São Paulo in the Southeastern region of Brazil. Multilevel models were applied to data of the Brazilian Educational Assessment System (some variables were used from the Educational Censu) for the whole Southeastern region (4th grade students) and separate models were also fitted to São Paulo and Minas Gerais. The response variable is student proficiency. Explanatory variables we are interested in are “age-grade gap” and “regime of school organization” as a result of the implementation of non-repetition policies. Results suggest that, in relation to public schools, there is no substantial loss of quality in education due to the implementation of non-repetition policies.
