The theory of institutional evaluation has been studied but not has been accompanied by critical analysis which captures its true meaning. Generally is accepted and applied without the apprehension and interpretation of issues and values which uses as be foundation of public policies evaluation of Higher Education Institutions in Brazil. This study is an initial effort to analyze it critically in conformity with the method of political economy, first developed by Karl Marx.
