The present paper addresses the challenges of managing Postgraduate Education programs (PPGE) before the Brazilian postgraduate evaluation system coordinated by CAPES (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior) [Coordination for the Improvement of Higher Education Personnel]. Discussions are based on documentary and bibliographic sources. The collation and analysis of the sources allowed us to conclude that the management of PPGE-UFSCar (Universidade Federal de São Carlos) was based on the exercise of heteronomous autonomy, whose foundation is the progressive redirection of internal policies to the fulfillment of external prerogatives, as a resource for adaptation, considering the institutional particularities.
