In this paper we recover the work of M. A. Teixeira de Freitas, first Director of SEEC (Statistical Office of the Ministry of Education) and one of the founders of IBGE (Brazilian Statistical Office) on student flow done in the 40's and compare his results with our results in the 80's. We show that in this period there was a great progress in term of the access of the population to school and in terms of number of attended grades. However, the high school system showing evidence of the pedagogy of repetition.
