This article aims to analyse the relationship between urban and social cultures in the light of the process of capitalistic development. Its main points of reference are the educational reforms carried out by the pioneering educators Fernando de Azevedo and Anisio Teixeira and it focuses on the treatment given to the cultural integration dealt with in these projects whose main aim was to outline the identity of our education system. However, the historical process of our society has given priority to differentiation and selectivity matter which have been defying our education planning, thus showing the gap between the organization and management of education in metropolises, where the emergence of new cultures calls for a new utopia. It all boils down to reflecting on how your system of capitalistic production as well as all the other factors responsible for the existing education alternatives have been working appraing the sense of citizenship in the cultural and political expression of our urban culture. Research into this area has proven to be a fertile field which has not been explored.
