During the last years, higher educational institutions, especially universities, are demanded to adequate the results of their activities to the resources at their disposal. An increasing search for more transparency, pertinence, and quality of their performance in relation to the society, has relativized the concept of autonomy of theses institutions, and their relation with the State. On the other hand, their complex organizational system has demanded new approaches and propositions for a better adjustment to the contemporary challenges of a new kind of relations. An institutional evaluation earns significance not only as an instrument of accountability to the society, but also to improve the quality of their services, if presented as a contribution to the decision procedures of educational systems (macro or micro systems) especially in schools and their internal displays. An institutional evaluation based on a mixed methodology - internal and external evaluation - will create an evaluation culture and therefore proportionate the accomplishment of three basic aims: a process of continuous improvement of the academic practice; an instrument for administrational planning; and accountability to the society.
