External Evaluation, usual practice in many countries, appears in Brazilian educational scenery in the 90's as a strategy used by the public administration to evaluate its teaching system quality, giving priority to the basic education. The strategy was adopted in this study having as a main issue the Basic Cycle implementation in Rio de Janeiro's public schools. The organization of the initial five years of the basic school in uninterrupted cycle presupposes curriculum's and evaluation's lines coherent with the conception of continuous progression. External Evaluation provides effective diagnostic in order to guide educational politics and the society itself for appreciation to the quality of education and to make decisions. The results permitted to conclude that one of the significative contributions of the Basic Cycle was to continue the policy of improvement of the initial grades; it also facilitated the preparation of the considerations about the main agents of the educative process: teacher, student, family and school team.
