In this article, the author aims to understand how the professional education had historically developed in Brazil, to situate the issues regarding the proposals wich were elaborated in this period. Taken as the category of analysis the structural duality, the author shows that the actual proposal meets only the interests of the included ones, being conducted by the financial rationality wich replaces universality by equity. Hence, by requiring the medium education as the only access to higher education, it dismantles the education public net, breaks the equivalence and restores the structural duality by the existence of two paths wich do not integrate for certification purposes.
