This paper aims to analyze the data on revelation and drop out rates at the second level of education, comparing them to the results of national standardized achievement tests in 1995 and 1997. Either from the perspective of the consensus or the conflict paradigm school evaluation and selection is unfavorable to some social groups, since teachers criteria as well as standardized achievement tests are to a certain extent biased. Taking into account these limitations, this paper finds that, on the contrary to the first level of education, the drop out rate has been higher than the repetition rate. This fact suggests that students drop out is a sort of disguised failure at school. Although both rates are still high their level has dropped throughout the country. However, achievement test results are very low and were steady between 1995 and 1997. Average and dispersion values are extremely variable by State. Furthermore, they do not seem related to the repetition rates, suggesting that teachers may have heterogeneous criteria, not necessarily related to achievement goals. No evidence was found that more rigorous States, that reach higher repetition rates, attain higher levels of achievement and vice- versa. Nevertheless, urban residence (opposite to rural) and schools that have an explicit project, participatory management and strong staff work were good predictors of students achievement.
