This work discusses the results of a research aiming to analyze the programme carried out by the Education Department of the State of São Paulo, from 1992 to 1994, for training the personnel in charge of giving support to the pedagogical actions. Specifically, the work aims to analyze the political and pedagogical directions carried out by the Education Department of the State of São Paulo through the programme entitled "Training the Pedagogical Support Personnel", which proposed relevant changes in the dynamics for the continuing education offered by the Education Committees from 1992 lo 1994. Also, it intends both lo assess how the pedagogical support personnel and advisers responded to these changes and give an alternative account for the official version on the above programme. Finally, investigating why the educators, as a rule, struggle against both new pedagogical orientations and shifts proposed in the Government programmes or plans is a major issue in this work.
