This work, which contains two different sections connected between themselves, discusses the action of the foreign visiting professor at the public universities in the state of Rio Grande do Sul - Brazil. In the first section, legal aspects of contracting these professionals and the controversial effects of this process are presented. The second section focuses the methodology, the analysis of data, the inferences of this study and the conclusive comments of this work.
