The author analyzes the relation between the building and the establishment of the physical spaces of the basic education school from the public school system in Rio de Janeiro municipality and the universe of the education for all children from this city, to whom the citizenship and the qualification to the urban social life autonomy were promised. Information about the exclusion of approximately 10% of the children, at school age, observed in the city in the 90's, becomes more crucial in proportion that the "conventional school" as an institution has been offering four hours and a half of study to the approximately 85% of the rest of the children at school, as a condensed way of the space and time under the criteria of rationalization of means contradictory to the conclusions. A real problem of urban politics of school is shown in proportion that the urban plan of the city becomes problematic due to the exclusion of most of the children from the urban space, they could only count on a full time school space. Because of that a full time school becomes an obligation.
