The Brazilian public school to face the difficulties that historically place as obstacles to the reaching of its missions and objectives, has to improve its political competence. For such it has to, from a theoretical-conceptual viewing, formulate and apply operational instruments of concrete action. In this intersection between ideal and real the internal and external communities from the school will be able to begin the changing processes and establish the reciprocal liaisons among political competence, teaching quality and managing/organizing autonomy.
