In the last forty years the poorest stratum of the population has been a victim of inflationary educational policies: the expansion "by any means" has as a cost the sacrifice of the quality and the punishment to the poorest ones, through the policies of failure and ·exclusion. The inflation in the educational system shows up in the exceed of inscriptions and delayed students, as well as on the simultaneous adoption of perverse and combined logic of automatic promotion of students - including illiterate ones - with the white repeating of the desertion and the failure itself. Strategies to correct the school flow seem to be the first step to reestablish the truth of the education system and qualify the value of the promotion, of the diplomas, of the school and of the schooling process itself. This article presents the results of cost and performance of two programs of regularization of the school flow started in the state and municipal systems of the state of Bahia, one turned to the four first grades, including o program of literacy to delayed students, shaped from a program called “Acelera Brasil" and another, developed in an original character, turned to the 5th to the 8th grades. The positive results of both programs confirm that the failure problem is above all a problem of pedagogic culture at schools, but it can only be gotten over with the adoption of effective educational policies by the public authority.
