This article intends to discuss the question about the deficient' education and their subjective public rights to Education, based on Public Politics in Special Education during the Brazilian history. Being based on Federal Constitution (7 988), on Children's Statue (1990), on Education Decennial Plan for AH People (1993), on Special Education National Politic, National Education's Bases and Rights Law (1996) and on Education National Plan (2001) this article intends to extend INTEGRATION and INCLUSION concepts on Teaching Public Systems, no only to deficient people, but to all socially marginal children on our country.
