In the context of learning and amplified socialization institutions of higher learning are given the responsibility of creating new learning environments supported by the intensive use of the new technologies of information science and communication. The creation of such environments and their efficient functioning demand, not only the implantation of an infrastructure of computer laboratories, the installation of Internet access and the acquisition and formulation of new applications that facilitate learning, but more specifically demand alterations in the role of the principal actors in the teaching-learning process: the teacher and the student. The teacher should quickly become well informed on the new material instruments available for the educational tasks at hand and the student should leave the old passive position, by adopting a more reflexive and investigative posture. In reflecting on such problems, the Centro de Ciências Sociais Aplicadas of the Universidade Federal do Rio Grande do Norte, with more than 4000 matriculated students, is taking the first steps in the creation of learning environments with the support of information and communication technology, overcoming on the one hand, the natural resistance of the teachers as well as the students and, on the other hand, the limitations imposed on them because of the lack of financial resources for public Brazilian universities.
