CAPES graduate programs are periodically evaluated: however, the adopted criteria are not always clear. These criteria try to measure academic performance (the analysis of quality and quantitative scientific works). The aim of this paper is to assess the performance of COPPE graduate engineering programs and the use of students' dissertations and theses after they are published. The methodology used in this paper was the Data Envelopment Analysis (DEA) and it was also used constant returns to DEA model. The author proposed an indicator that measures scientific production relevance and visibility in a comparative way. The evaluation units (Decision-Making) were the 12 COPPE/UFRJ graduate Engineering Programs, considering master and doctoral thesis as inputs and orders publications as outputs.
