This paper is divided into three parts. First, the author gives an overview of the chronical problems of Latin American within the current political context. Secondly, in a framework of state reform, he analyses the trade-off between decaying universities and the ever increasing social demands. Finally, some proposals are presented based on the analysis of such social demands.
