Abstract

The article provides a general appreciation of the Social Boards in charge of supervising the funds of Fundef (the Fund set up by the Brazilian federal government to maintain basic education and valorize teaching personnel). It is based on legislation, documents issued by the Ministry of Education, a report by o subcommittee appointed by the Chamber of Deputies to investigate irregularities in Fundef, reports by Audit Offices and experts on the subject. Despite formally representing a democratizing potential, actually such boards are undermined by the predominance of government representatives or "social" representatives chosen by those in government, by the non-provision of the required documentation for such supervision, by the lack of technical qualification of the board members. In short, boards fend to be powerless to carry out an effective action of social control of the funds of Fundef.
