Resumo

The text points lo the permanence and updatedness of the Faorian concepts of patrimonialism and estament, crediting vigor to the reading of The Owners of Power, in order lo look for keys of analysis for the national thought and problematizing the way public policies are proposed, debated and applied in the field of education, as well as the legitimacy of the constant alterations of chronograms of work, guide lines of actions and theoretical discussions, caused by the switches of parties and names. The discussion is: to whom belongs the power of giving legitimacy to the public policies implemented in the field of education, what does lead to the concept of participation and of how much the theoretical and practical presence (or absence) of such a concept would determine the course of education, due to the conditionings of the Brazilian political culture, marked by centralizing and patrimonialist traditions and, therefore, by patterns of clientelist and meritocratic relations: as well as the necessary opening of new spaces for the popular participation in the decisions of the executive power.
