This history review of Rio de Janeiro community day care centers, from 1980 to 1994, intends to discuss the first municipal policies aimed at full time caring of under 6 years old children. These policies were the roots to the new Municipal Office of Education’s community day care center chain. The study stops in 1994 when day care centers were dealt as an educational policy both by the Municipal Offices of Education and Social Development which committed to set up an interlocked policy in terms of Preschool Education child education. Such measure matches the phase when the Federal Constitution was being enacted (1988). As a result, day care centers and preschools were given a new frame, which equally embodied day care centers and preschools as a child’s right to education and a duty of the State. Nevertheless, the Municipal Office’s day care centers consolidation only got started in 2003, nearly ten years later. The importance of this study relies on the relevance of early childhood education path drawn in the city of Rio de Janeiro. It alone stands for a great deal in the history of basic education in Brazil.
