This article aims to problematize the relationship between the State and social movements, highlighting their contradictions, limits and possibilities with regard to the management processes of the National Education Program on Agrarian Reform - Pronera - between 1998 to 2016, through the comparative study of the operational manuals published in the period. The study, bibliographic and documentary, dialogued with authors such as Poulantzas (2000) and Hofling (2001), to discuss the contradictions of public policies in the capitalist state; and Molina (2011), Medeiros (2010), Dias (2015) and Caldart (2009), to analyze Pronera’s trajectory and the inherent contradictions in its implementation process with regard to the participation of social and union movements in its management. The study revealed that social and union movements have moved away from the State's decision-making spheres, with the consequent restriction of their participation in the processes of operationalizing politics.
