Abstract

As a contribution to the debate regarding the perfecting of democracy the text deals with the relations between Stale and society. Presupposing that democracy, considered as a political regime, is in permanent construction and that different stages of it coexist, it analyses a democracy of legislative controls concluding that this kind, because it is geared to the anonymous majority, determines a bureaucratic and individualized relation between people and State. Counterpoising this the author resorts to the study of cities that have implemented different forms of exercising innovative democracy by means of participatory processes of popular involvement in alternative programs.
