Abstract

This text intends to answer the following question: "Whose interests do the private foundations - the so-called support foundations - that invade Brazilian public campuses serve?" In order to answer this question, a number of related issues had to be dealt with, namely, the appropriateness of the term foundation, considering it from a legal-administrative standpoint; the adoption of the support foundations by public universities already under a foundational regime; the relation between the creation and the implementation of these foundations in the context of the State crisis (and market crisis), and between them and the proposals to overcome the crisis of higher education as presented in the Master Plan for State Reform, aimed at privatizing public universities. Other issues discussed are the transformation of the public university space into a quasi-market; the multiplication of support foundations in the absence of university autonomy and as a consequence of the State's desertion from its responsibility to maintain the public universities and the implementation of a process of commercialization of teaching, of extension activities and of scientific production within the university. Last, the paper discusses the relation of these foundations with the so-called third sector in the context of the notion of the Subsidiary State and the urgent need to develop mechanisms that may impede the deviation from public interest of the university's functions.
