For Higher Education Institutions (HEIs), evaluation processes are transformative, as they present arguments to trigger this movement. Since self-evaluation is the starting point for the evaluation process in the context of higher education, this work aims to propose a prototype of a meta-evaluation instrument for use in evaluating the process and results of institutional self-evaluation in Brazilian HEIs. To achieve this objective, three stages of the research were carried out, which, together, sought to identify attributes, criteria and indicators to compose the aforementioned instrument. The steps were: bibliographic research, document analysis of institutional self-evaluation reports and survey applied with members of the Own Assessment Commissions of the HEIs of the State of Santa Catarina, through a questionnaire. From the analysis of the collected data, it was possible to define the most relevant elements for the development of the prototype of a meta-evaluation instrument applicable to institutional self-evaluation presented as a result of this study, in order to continually seek to qualify this process aimed at improving quality of Brazilian higher education. As this is a prototype, it is recommended to continue the research with the application of the meta-assessment instrument by the CPAs of Brazilian HEIs, as a way of testing and opening for new future discussions on the subject.
