This article presents aspects of two experiences in municipal systems (Belo Horizonte and Porto Alegre) that have implemented elementary school of nine years and the insertion of a child of six years in elementary school in the 1990s, predating the national organization change that has established this standard for the whole country. It had as objective to verify similarities and differences between the implementation of basic education of nine years in the cities mentioned and the current moment lived by the organization of national education. Methodology was adopted as archival research and literature, particularly on the education proposals that made the change in these municipalities. By articulating the principles and arguments lived these experiences with the moment of reorganization of national education, it was realized significant distinctions between the policies implemented in these municipalities and the national policy adopted from the Federal Law nº 11.274/06.
