Lula da Silva took office with the discourse of an alternative model of development that reconciled economic growth and the reduction of social inequalities. He defended a broad social pact between social classes, granting benefits to great economic groups and implementing social policies for popular sectors. Considering this scenario, the article discusses the contradictions and options of policies for the expansion of higher education implemented in both the federal network and private and private-commercial networks in both his terms (2003-2010). The work was based on theoretical, bibliographic, and documentary analysis. Despite the strong expansion of the federal network, the hegemony of the private continued in the concentration of institutions and enrollments. The policies of income redistribution and, among them, the policies of expansion, access, and permanence at this level of education need to be universal and long term to allow meaningful social transformation.
