This article aims to analyze the trajectory of the Conselho Nacional dos Secretários de Educação (CONSED) (National Council of Education Secretaries) relating it to the formulation of the Brazilian Common Core State Standards (known by the acronym BNCC), considering the composition, the partnerships established and relations with the civil society. Based on Hannah Arendt’s theory, the text problematizes the relationship between Councils and policy. The study is characterized as a qualitative research of documentary type, having as sources of analysis the BNCC and the documents published by CONSED during their elaboration. The results indicate that CONSED strengthened the Federal Government’s educational proposals as part of the recommendations of multilateral organizations and business elites, aligning itself with eminently privatizing guidelines.
