This study deals with the relationship between globalization and education based on the constitution of a global education agenda and its influence on education policy in developing countries. It highlights the centrality that knowledge acquired as a factor of production, economic and social development, as well as its link to the re-updating of the Theory of Human Capital, which imposed new demands on Higher Education and the World Bank influence in this concept propagation. The study also highlights the global agenda effects on the expansion of enrollments in the Brazilian Higher Education at its undergraduate and graduate levels.
