The objective is to analyze the regulation of the Democratic Management of public education in the municipalities of the Cone-Sul region of Mato Grosso do Sul in the context of Municipal Education Plans, namely: Eldorado, Iguatemi, Itaquirai, Japorã, Juti, Mundo Novo and Naviraí. The methodology comprises bibliographic and documental research and semi-structured interviews with the Municipal Secretaries of Education and Presidents of the Unions of Workers in Education. The investigated locus indicates that the legality of the consultation with the school community allied to the conception of filling the position of school director as a discretionary act of the head of the Executive Power appear as central perspectives, to the detriment of the constitution of other enabling instruments, such as the constitution of councils and municipal forums. of Education.
