This article aims to address the history of free public higher education in the State of Paraná, in the period between 1987-2017, in a context of redemocratization of Brazilian society. The university in Brazil, established late, was consolidated from numerous confrontations between the academic community and the State. The issue of gratuity, in this context, was the result of the mobilization of students, teachers and employees, culminating in the end of the collection of tuition fees in the HEIs of Paraná in 1987. At the national level, the chapter on education, in the Federal Constitution of 1988 and its consequences in the Law of Directives and Bases of National Education (LDB), of 1996, were basic landmarks in this process. Understanding the importance of these institutions and the struggle for gratuity are significant aspects, at a time when the conservative and privatization offensive constitutes permanent threats that hover over Higher Education Institutions (HEIs), from cuts in resources concomitantly with market interests. The public university is a central institution in Brazilian society, as a space for inclusion of those sectors that need to search for knowledge, often as the only possibility to conquer their citizenship. One of the main challenges today is to maintain the achievements achieved over the last decades, among them, free.
