The aim of this article is to analyze the motivations that most significantly contributed to the governmental decision that led to the internalization of University Education in the State of Paraná, promoted by the concomitant creation of the State Universities of Londrina, Maringá and Ponta Grossa in 1969. At that time the University Education was limited to the state capital. For that, we use historical-documentary sources, the analysis of the legislative framework that regulated this matter and the national and paranaense educational literature. As a result, we could verify that, in addition to official justifications, the creation of the pioneer internationalized state universities of Paraná is primarily related to political and economic issues external to the State, such as the country's definitive insertion into the domain of international capitalism, and only secondarily related to local issues.
