From the second half of the 1930’s, the education system became an object of the reform in Rio Grande do Sul’s State. This process became noticeable from the nationalization of teaching, a political movement which produced spaces in which it was possible that the speech of the modernization and of the State’s equipment was established to the execution of an education reform that was spaciously, intensely and deeply installed. This reform was inserted in a context of reorganization and rationalization of the services of public instruction, in the context in which people and education were revealed as a problem of the government. In this process, Lourenço Filho’s participation had distinction, which contributed, in a prominent way, to the establishment of the educational modernization in Rio Grande do Sul.
