Abstract: This work is an excerpt of the dissertation linked to the line of research Policy and Management of Education by the Postgraduate Program in Education, POSEDUC of the Faculty of Education (UERN). Its theme links aspects of the organization, functioning and management of basic education at the municipal level, with a time frame from 1988 to 2008 This article aims to analyze the policies and actions that contribute to the organization of the Municipal Education System (SME) in Jardim do Seridó - RN, highlighting the Municipal Education Plan within the framework of collaboration between the Union, states, municipalities and Federal District for the consolidation of a, free, secular and quality public education. The procedures of the investigation include revision of the literature associated to the documentary research in constitutional and legal instruments such as: Federal Constitution of 1988, Brazilian Educational Legislation (LDB 9.394/1996), National Education Plans, Constitutional Amendment 53/2006 and Law 11.494/2007 which, respectively, created and regulated the Fund for Maintenance and Development of Basic Education and the Valorization of Education Professionals (FUNDEB), as well as laws and municipal documents. It is evident that the Constitutional Amendment 95/2016 makes it impossible to consolidate the Municipal Education Plan and its teaching systems, respectively. It is fundamental to recognize that the implementation of Municipal Education Plans requires technical and, above all, financial support from the Union and the states.
