Researchers from different Brazilian states aim at studying special education in practice. In this article, the policy carried out by the special education team in Cariacica- -ES, Brazil is analyzed based on the contributions by Sousa Santos. A focus group was created to work on the narrative of the five teachers who make up this managerial team. The team has worked together for over five years. They started a systematized action in 2001 counting on considerable political support at the Secretariat of Education. Documents made by the team guide our action towards local specificities. The central operation axes highlighted by the group were managing continuing education on inclusive education; pedagogical assessment process of students sent to support; considering the school curriculum to have a pivotal role for educating target special education students; permanent forum for these students’ families and two groups of professionals who carry out special education actions actors of inclusive actions and teachers who work in Specialized Education Service. Despite significant contradictions, we conclude that the municipality has actually made moves towards creating public policies that favor school inclusion of special education target students.
