This paper establishes approaches between the initiatives of professional certification of Brazil and Portugal. Qualitative study was become fulfilled, of exploratory character, on the basis of documentary analysis. The collection of data occurred by means of consultation to available documents in official sites of the two countries; interpreted according to content analysis. The results indicate as common challenge to discuss the contradiction between the taken care of public and the methodological strategies, centered in the written production. Youth and adult that had completed the elementary- school present rudimentary levels of literacy, aspect that will be able to corroborate processes of social exclusion.
