The article presents and discusses the role played by school principals to build an inclusive school culture for students with disabilities who attend regular classrooms. The research aimed to record school managers’ memories of Santo André’s special education policy implemented in 1990s onwards. Data were collected in a discussion group and analyzed through prose analysis, considering the following theoretical categories: inclusive education, democratic management, policy enactment and human action. The results were systematized in a protocol that aim to articulate five roles played by school principals in the building of an inclusive school culture: that of school manager; the mediator; the trainer; the welcoming and policy articulator.
