This article aims to understand how the consensus in the development process of educational reforms oriented by globally structured agenda works. Therefore, we will discuss the concept of this agenda, then, understand how it defines the process of these reforms for the Latin Américan countries by identifying its consequences in the framework of Education Ministers' meetings with emphasis on the II Summit of the Américas in Santiago in Chile in 1998.
