Abstract

This article aims to present a reflection on the Youth and Adult Education, focusing on assessment of competence for certification. The analysis comes from a documentary and bibliographical study at the light of authors who debate on the subject. The studies are started from the 1988 Federal Constitution, raising subsidies to identify how the skills and certification assessment concepts were introduced, since education is seized by a framework of resolutions that seek to guarantee the subjective right granted to it. However finials indicate that neoliberal proposals seek to expand and perpetuate the current system, contributing to a minimization of the right to quality education to the subjects of the Youth and Adult Education.
