The aim of this study is to analyze the principles of democratic management, spaces and participation mechanisms, based on the legislation for the creation of municipal education systems in Piauí. The methodology adopts qualitative and quantitative research attributes. The criterion of data collection is the documentary analysis, adding 97 Laws. The institutionalization of the municipal systems analyzed is a task in process, which could not be different regarding the materialization of the democratic management of public education.
