Abstract

The article questions the adoption of School Management Plans (SMPs), the new way of choosing Santa Catarina state public schools’ principal and governance strategy since 2013, identifying the contradictions and disputes that permeated its implementation. It is a qualitative research, of the explanatory type, carried out from a bibliographic and documentary study, the data were submitted to the techniques of Content Analysis (Bardin, 2016). It became evident that, despite the announcement of the SMPs as instruments of democratic management, their origin and operationalization are in line with neoliberal reforms, which conceive of education as an instrument of domination and not of human emancipation.
